Benchmark study for the government of Punjab, Pakistan

The Government of Punjab has signed an agreement with the World Bank aiming to develop several industrial clusters in the province. Among the first activities was a global benchmarking study. Globally Cool associate Peter Hurst conducted this study and presented the findings to the stakeholders.

The project is structured around the two following outputs:

  • Support the Punjab Small Industries Cooperation (PSIC) in the design and implementation of cluster initiatives.
  • Strengthen the capacity of the PSIC through training of cluster management teams.

The long-term impact, envisaged from this project, is that targeted clusters become more competitive and enhance the sustainability of their businesses. The benchmarking study is intended to be a systematic comparison of four Punjab based clusters (auto parts, leather footwear, ready made garments and surgical instruments) with selected international clusters as well as defining strategies to ensure sustainability and the future effectiveness of the Cluster Development Initiative (CDI).

Activities

Among the activities are:

  • Investigate which factors are considered to lead to success in terms of overall cluster performance, including management and co-operation within clusters and successful implementation of joint initiatives to address challenges and opportunities.
  • Investigate the performance and sustainability of cluster support programmes and policies and success factors in fostering transformation within clusters towards better performance in economic, social and environmental spheres and to identify success factors to ensure sustainability and relevance.
  • Provide recommendations to improve performance and sustainability of the CDI programme to the Government of Punjab, PSIC, CDI, industry stakeholders and cluster management resources and offer potential strategies to address the identified challenges and opportunities.

Results

The result of this project is the publication of a benchmarking report for 4 benchmarking studies for surgical instruments, readymade garment, auto parts, and leather footwear. It served as input for further strategic directions of the cluster developments in the Punjab province.
